thx for the kind comment (= it's not quite so hard, just use a reduced color palette, some reduced opacity for the lights, and the noise filter on a multiply layer(hahahahahah).
then i like to use the smudge/water tool to create a fake camera like focus. It's kind of cheap but sometimes gives off nice effects hehehe
